The invention discloses a medicament for treating diabetes, which is prepared from the following constituents (by weigh portions): ginseng 5-10, astragalus root 30-50, white atractylodes rhizome 10-15, poria cocos wolf 10-20, Chinese yam 15-30, pulp of dogwood fruit 15-30, root of balloonflower 10-15, root of herbaceous peony 15-20, wolfberry fruit 10-20, seed of Job's tears 20-30, gorgon euryale seed 10-20, polyporus umbellatus 10-20, saffron 3-5, notoginseng 3-5, radix salvia miltiorrhiza 10-20, American ginseng 5-10 and sea cucumber 20-50.
